Budding to mid-career young professionals working on foreign policy related issues can apply for this program.

The National Endowment for Democracy (NED) is selecting fellows for the Penn Kemble Forum on Democracy. The fellowship promotes bipartisan conversation among young foreign policy leaders in Washington.

The program is unpaid and nonresidential. Applicants must be based in Washington and available to attend the monthly seminars —to be held after working hours— and additional events and meetings.

Fellows are expected to attend a minimum of two-thirds of the monthly round tables. The program will be held September 2024 to June 2025.

The deadline is July 24.
